  17. <p>     Hong Kong's proposed new $16 billion airport is more than a
  18. spectacular engineering project. Unveiled in 1989, the plan soon
  19. turned into a test of wills between London and Beijing. Since
  20. Britain had not previously consulted China, Beijing refused to
  21. give its approval, which was necessary for financing, and the
  22. project stalled. At issue: who runs Hong Kong before 1997, when
  23. China takes over?
  24. </p>
  25. <p>     Last week the answer became clearer. Britain and China
  26. signed an agreement in which Beijing approved the project, but
  27. in turn London must consult Beijing on all major aspects of the
  28. airport's development. Beyond that, China gained a voice in
  29. running Hong Kong.
